Brief Description

The overall objective of the project was to assist the Government of Vietnam to develop a pro-poor orientation to the national urban development planning and management policy framework.   The national policy statement was being developed jointly with government to enable policies for planned ODA loan funded urban upgrading investments.  Core policy analysis topics included stakeholder participatory planning and management, incremental development of infrastructure, land registration, and the issuance of building ownership and land use certificates and micro-finance for housing improvements.  Culpin Planning Ltd. was responsible for all aspects of the project.
