Principals

Founding Director

David Allen, B. Arch (NSW), ARCUK

David Allen established Culpin Planning Limited in the late 1960s and was Managing Director to 1995.  David is now non-Executive Director of the company. David was responsible for promoting and developing the internationally recognised urban development management and planning practice, working exclusively in developing countries and specialising in urban development management, low-income housing and community and local participatory based development initiatives.  David has assisted governments, external support agencies, non governmental agencies and community based organisations address development issues associated with rapid urban growth, environmental issues and concerns and sustainable and equitable urban development.  As Managing Director to 1995 he helped promote, develop and implement a range of innovative urban development management programs in Bangladesh, Egypt, Indonesia, Nepal and Sri Lanka.

Ian Green BSc, Dip T P

Ian Green is a UK national and is Managing Director of Culpin Planning Limited.  Ian is a development planning and management specialist with over 30 years international experience advising central and local governments, private developers and communities.  Ian has particular experience of linking economic development planning and urban and rural development planning, capacity building for urban and regional development and management and rural poverty reduction through urban-rural linkages. He has been involved extensively with these issues in Viet Nam, Cambodia, Thailand, China, Indonesia, Nepal, Pakistan, Bangladesh, Sri Lanka, Egypt, Zimbabwe and Russia. Ian has often acted as a staff consultant to multilateral agency loan preparation and advisory missions and UN project preparation missions. Latterly Ian has further contributed by consolidating Management for Development Results techniques and techniques for increased aid effectiveness.

David Sims is a US national and is an Executive Director of Culpin Planning Ltd.  He is an urban development specialist with 30 years experience as consultant and advisor in developing countries.  With a thorough background in the economics of urban and regional development, David has been involved in a wide range of projects and studies, including informal housing and land processes, investment promotion, regional and area planning, sectoral assessments, community development, tourism and industry, as well as the local and national institutional development required for related interventions.  David has worked in over 20 countries, primarily in Egypt and other Arab countries, the Indian subcontinent, and South-east Asia.  He has advised host governments at various levels as well as bilateral and multilateral donor institutions.

Hoang Hanh Ly

Hoang Hanh Ly holds a Masters degree in Education Management and has extensive understanding of the development planning process in Vietnam and the interactions between government and donors.  Ly’s main task in CPL is to ensure continuing dialogue with these stakeholders and to place CPL in positions from which it can make contributions to national development.

Tran Thi Tram Anh

Tran Thi Tram Anh has post-graduate qualifications in development economics from the University of Canberra and University of Wollongong, Australia and is one of Vietnam’s leading specialists in poverty reduction and participatory techniques in development planning.   Tram Anh contributes significantly to the work of CPL in Vietnam in these areas.

Prima Setiawan

Prima Setiawan is a financial analyst with extensive experience of developing strategies to enable local governments to access credit for capital investment, including assessment of local government accounting and financial management systems and recommending transparent and accounting and monitoring systems to comply with international national standards. Prima also has experience with private sector investment management in Indonesia.
