Decentralization in Social Sectors (Cambodia, Indonesia and Mongolia)

Brief description:

Progress was assessed with decentralization of education and health services and in particular functional assignments and accountability in health and education service provision.  Advice was provided to both ministries in each of the three countries on long term strategies for devolving functions to facilitate higher levels of accountability and effectiveness in achieving development goals.  The project was an attempt to implement MfDR techniques into operational line agency activities.  The findings of the work in each country were shared between the countries.
